A tender is not read like a book. It is scored, question by question, by tired people with a spreadsheet open next to them. Write for that reader.

Answer the question they asked

Copy the scoring criteria into your plan before you write a word. Every answer should open with the direct response, then the proof. If the evaluator has to hunt for it, you have already lost marks.

Proof beats promises

  1. A number from a real project.
  2. A short quote from a client.
  3. A photo or a diagram that shows how it works.

Design matters too: clear headings, generous space and one idea per page make a bid feel confident before a single word is read.
